Evaluation Report of Aotearoa Reorua programme

Local Government Policy

October 2024

In July an independent evaluation provider completed an evaluation report of the Aotearoa Reorua - Bilingual Towns & Cities programme.

The evaluation captures and measures how Aotearoa Reorua has enhanced relationships between mana whenua, local government, and central government (the Department), from the inception of the programme to date. The report also covers how Aotearoa Reorua has contributed to hapÅ«/iwi and councils working together in areas of work beyond the programme itself, and objectively documents the programme’s successes and suggested improvements to the model.

Overall, the evaluation report found that Aotearoa Reorua enables better collaboration and provides good co-benefits for councils and hapū/iwi. For instance, the report includes several examples of where the programme has supported collaboration for improved coordination of emergency management, environmental management and infrastructural development. Participants also observed increased visibility of bilingual initiatives within their respective towns and cities, through a diversity of language-based projects being implemented under the programme.

This evaluation report provides the Department with a future-focussed framework approach to the programme:
